- 修正规则后：只把显式命中省会城市名的院校判为省会，省名命中不再直接判省会
本轮完成:
1. Batch D 冷门专业收口：吉林/宁夏 -> 冷门问题清零
2. Batch D 地域继续补强：湖北/海南/广西/甘肃/辽宁
3. 修正 scripts/check_crowd_db_balance.py 城市判定逻辑
最终结果:
